Are you expecting this URL to be within the Reltio application? I don't think that's possible. If you navigate to the Reltio search and try different searches, you can see that the URL does not change.
What you could do is have a saved query that anyone can navigate to and then the user can change the date as needed.
If you don't need to be in the Reltio UI, you could easily do this with a fixed URL to an HTML page within your client's firewall.
