Can we have a mechanism so that a specific user will only be able to unmerge a record for a defined source only.  If the user attempts to unmerge a record that is not from a specific source, the system will prevent the unmerge operation and display an error message in the UI

Source based restrictions are supported only for Read operations. You can use RIH / LCA to implement the restriction as per your requirement
