1. Can the out of the box entities of Data Tenant (HCP, HCO and LOCATION) would be updated to Person(Individual) and Organization entities.

2. Are the match rules in Data Tenant are based on HCP and HCOs or it can be used for Person and Organization? If yes, how it can be implemented.

Can you please expand on what you are trying to do?  The OOB data tenant contain HCO and HCP data that can not be updated by a customer.  So the reason for the change is not clear.
