What would be the likely impacts if we exceed this volume?
Are there upper warning and / or action limits above the 10 limit?
Is there any solution / recommendation from Reltio if we insist that we need more than 10 rules?
Are there contractual obligations that is directing Reltio to suggest this limit?
Is the limit based on the volume of overall records? i.e. if you have a million records they recommend no more than 10 but if you have 250K records they recommend no more than 20
The team needs to determine if the volume of 10 encapsulates all the rules or if we can have 10 rules per rule type: i.e. Can we have 10 internal rules + 10 External Rules + 10 Negative Rules

I'm inferring the limit you are referring to is the 10 match rule per entity limit. The main impact would be performance as more rules require more token generation and increate your odds of token collision.
Are there upper warning and / or action limits above the 10 limit?
This is a soft limit so you will not be warned or have action taken
Is there any solution / recommendation from Reltio if we insist that we need more than 10 rules?
There is almost always way to combine rules to go below the limit. For example, if there is an auto rule on Name and Address and a suspect rule on Name and Address these could be combined with a relevance base rule.
Start by taking a look at what identifier (i.e. SSN) or sudo identifier (i.e. email or phone) is driving each rule. Do any other rules share this identifier? If so can they be combined by using an OR statement? Can they be combined with a relevance based rule?
Are there contractual obligations that is directing Reltio to suggest this limit?

This recommendation is agnostic the size of the data set.
The team needs to determine if the volume of 10 encapsulates all the rules or if we can have 10 rules per rule type: i.e. Can we have 10 internal rules + 10 External Rules + 10 Negative Rules
Negative rules should generally be avoided if possible, so you certainly should not have 10 additional negative rules.
I think the case could be made to have up to 10 internal rules and a couple additional external rules. But I would first consider if a single rule could be inclusive of internal and external.
I would run the Match Rule Analyzer and see how unique your rules are as configured.
