i have a requirement to send emails where there are any data validation error on any profile.
do we have any way to achieve this .

Couldn't think of a OOTB way, but you can always create a simple RIH recipe which can look for updated records every 5/10 minutes or so to check if any updated record has got a new validation error, capture the detail and send out email via RIH.

agreed.  just look for the records coming off the queue
