For various reasons, we're looking to disable the ability to perform merges for the time being. I've already updated the metadata security to remove the permission to merge or unmerge, but I was wondering if it's possible to also remove the ability for data stewards to create Potential Match Review tasks. Ideally I'd like the ability to enable/disable the PMR workflow, but other methods would be acceptable as well.

Would removing it from the UI be enough or do you need to block the API, too?

I suspect removing it from the UI would be enough. If that's the
case, the UI configuration file contains the following in the Items >
Search section:

"potentialMatchesReview": {
"processType": "potentialMatchReview"
},

I suspect that if you take that out, you won't be able to trigger the
workflow. But I haven't tested it. Please test it in your dev
environment to see if it does what you want
