What are the options of generating a Reltio ID for new records which will depend on timestamp values while getting created i.e. the Reltio ID should include timestamp values when the profile gets created in Reltio?

Having timestamp in autogenerated ID could result in duplicate IDs as records could be loaded in batch mode. Reltio has auto generate ID attribute functionality with which you can generate <<Prefix>><<9-digit>> ID. Prefix is configurable and 9 digit ID increments for each record starting from 000000001. eg., HCP000000001

Abhik, customization is not supported for Reltio Id. 

Considering your requirement, LCA seems to be the only option if you want to keep the Id generation logic at Reltio side.
