Is there a way to share the saved filter with a specific user rather than All users ? UI or API ?

This is a case for Enhancement, as Reltio does not support sharing the Saved Searches to particular user.

Instead, we can just share the URL via DM.

Once we have set respective Filters then we can click the 3 dots and Share Link via DM.

You may be aware of the above Share Option, posting just in case.

As Sheshadri indicates, sharing the link to the search with another user, and allowing them to save the search under their profile is the simplest approach.  If you are looking to automate this process, there are documented API  which could be orchestrated to sync saved searches between user credentials.  The onBehalfOf property can allow an automated process to replicate searches across a set of users.
