If you configure survivorshipStrategy = Frequency, the ABC University will survive and the reason is, this value comes from multiple sources/crosswalks and (No. occurrence of this value) > (no. of occurrence of other values)

The "Frequency" strategy calculates the amounts of crosswalks and in my mail I have mentioned we need to calculate the OV value based on the no of same values for a particular field (in my case "HCO Name") ,not on the amount of crosswalks .In my case " ABC University" has come multiple times ,so this should win over "XYZ University".SO this calculation will check the most common values ,not the number of crosswalks.
