During the initial DCR creation from suggesting mode in the UI, there is no direct way to add the comments when submitting the DCR - unless you explicitly define an attribute to store the comment in a free text field.
Alternatives would be to add a Collaborative comment to the field before entering suggesting mode - collaboration is deactivated when in edit mode, so you could add the collaboration comment to the target field, and then change it.
Alternatively, after submitting the DCR, you can add a comment into the DCR - even if it is not assigned to you any longer.
